Hi Bill,
You need to get a newer version of ChimeraX (1.2 daily build).

Version 1.1 (and 1.1.1) are from August 2020, but the  "Surface Color" tool was added in March 2021, according to the change log:

This change log is a link near the top of the download page.  Also in that page, go to the daily builds section to get the current daily build.
